Vicki G. Schlierer, Paralegal, manages the Firm’s compulsory integration hearings practice and assists natural gas operators in all aspects of  the compulsory integration process, including representation at all required hearings.   In addition, she performs legal and regulatory research and provides litigation support.    At the start of her environmental career, Vicki was the manager of marketing and customer service for a hazardous waste treatment, storage and disposal facility.  Later, she became the Legislative and Regulatory Affairs Manager for the New York State Chemical Alliance, a trade association representing New York’s chemical industry.  Vicki has extensive knowledge of both New York state and federal hazardous waste and air regulations, and is particularly proficient in New York’s chemical bulk storage program, having served on the task force advising the New York State Department of Environmental Conservation on the 1993 amendments to those regulations.  She was a paralegal with the firm of Young, Sommer, LLC for ten years, where she assisted clients with air permitting, toxics release inventory reporting, Risk Management Plans, stormwater permitting and control plans, and general environmental regulatory compliance.  In addition, she coordinated that firm’s work on wastewater treatment plant upgrades and new infrastructure under the New York City Watershed Memorandum of Agreement.  She served for ten years as organizer and moderator for the Capital District Environmental Breakfast Club.


Selected Accomplishments

  • Successfully obtained a beneficial use determination from the New York State Department of Environmental Conservation for a caustic wastewater, resulting in a savings to the client of over $400,000 per year.
  • Assisted with regulatory analysis that was instrumental in settlement of alleged violations of pesticide applicator regulations.
  • Has written Bulk Storage Spill Prevention Reports, Contingency Plans, Spill Prevention Plans, and Stormwater Pollution Prevention Plans for various facilities.
  • Wrote grant proposals for the New York State Chemical Alliance resulting in over $40,000 in funding.
  • Organized three-day hazardous materials training session featuring the DuPont “Safety Train” for Capital District emergency responders.
  • Prepared technical proposal for Mercury Refining Company resulting in $300,000 contract with a major utility.
  • Published articles in several industry journals.
  • Speaker at local, regional and national conferences on Title V air permitting, chemical and petroleum bulk storage, and household battery recycling.
  • Named sole inventor on U.S. Patent for a new synthetic route to a commercially viable phosphorus compound.
