About
Matthew W. Rimkunas is an Associate at The West Firm with a practice focused on corporate law, commercial transactions, regulatory matters, and energy development. He regularly represents clients in mergers and acquisitions, business sales, and contract negotiations, offering counsel that addresses both immediate deal requirements and long-term strategic goals. He also advises on governance issues, helping clients build strong frameworks for sustainable growth.
Matthew represents private developers and municipal clients in connection with renewable energy projects throughout New York State. His energy practice encompasses the development of wind and solar generation facilities as well as battery energy storage systems, where he advises on project structuring, land use and permitting, host community agreements, power purchase arrangements, and regulatory compliance. He has experience with proceedings under Article 10 and Section 94-c of the New York Executive Law governing the siting of major electric generating facilities and renewable energy projects, as well as Article VIII of the Public Service Law relating to the construction of major utility transmission facilities. Matthew also counsels clients on environmental review under the State Environmental Quality Review Act (SEQRA) and assists project sponsors and host communities in negotiating payments in lieu of taxes (PILOT) agreements and other tax incentive structures that support project viability. He works closely with clients to navigate the evolving landscape of New York’s clean energy programs and siting requirements, ensuring that projects advance efficiently from conception through construction and operation.
Matthew’s practice also extends to real estate and litigation, where he guides clients through property transactions, leasing matters, and related disputes. He brings a thorough and detail oriented approach to due diligence and contract review, ensuring that clients are protected from unforeseen risks. His versatility across corporate, regulatory, energy, and real estate work makes him a trusted advisor to businesses at all stages of development.
